The Bladenboro Housing Authority has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through North Carolina Emergency Management (NCEM) as a sub- recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHP A).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone:

This project is for the construction of a new Administrative Building for the Bladenboro Housing Authority at an alternative location. All work is located in an unshaded X zone (0.1 % Annual Chance Flood Hazard) and AE Zone (1 % Annual Chance Flood Hazard). Confirmation of location in a Special Flood Hazard Area (SFHA) was determined by the Bladen County Flood Insurance Rate Map, Panel Numbers: 3720024800L, dated 12/06/2019, and 37200268001, dated 01/05/2007. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the facility to be impacted by future flooding events due to its location within the AE and unshaded X zones. The proposed work will not take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.

Proposed Work and Purpose:

The Bladenboro Housing Authority will utilize force account labor and contracts for an alternative project to construct a new Administrative office located at 706 Chestnut St, Bladenboro, NC 28320 (34.548937, -78.808178) using a capped amount based on restoring the previous facility. The alternative project will consist of the construction of 3000 SF of concrete slab, asphalt shingle roofing, and wood frame structure as well as installation of mechanical/RV AC equipment, electrical systems, plumbing, interior and exterior doors, windows, vinyl flooring, ceramic tile, and smoke/fire alarm systems. The original structure will be cleaned and made safe. As such, the useful life of the facility should increase and no adverse impacts to the floodplain should occur.

Project Alternatives:

Alternative #1 (No action): The 'no action' alternative would ultimately result in a negative impact on the Bladenboro Housing Authority. If neither in-kind repairs nor new construction were to occur, then adverse economic and social impacts may occur to Bladen County.

Alternative #2 (Repair in-kind): Repairing the previous location without minimization measures may result in similar damages from future events. If similar damages occur again, it would cause adverse economic and social impacts.
